The Port Orange
Police Department is hosting a new self defense awareness program for women.
Classes are to be held twice monthly with the August classes scheduled for
Tuesday August 12th and Monday August 25th from 5:30
PM to 7:30 PM at the Port Orange Police Department located at 1395 Dunlawton
Avenue. Self Defense Awareness Familiarization Exchange or S.A.F.E. is a
unique course designed to provide women with personal safety information and
an introduction to the physical aspects of self defense. S.A.F.E. is a
2-hour class and teaches that 90% of self-defense is awareness, risk
reduction and avoiding confrontation, while only 10% is physical. The
program is taught by Port Orange Police Department personnel S.A.F.E.
certified instructors.
“Taking
responsibility and educating yourself is the first step in staying safe.
Violent crimes are crimes of opportunity, and when you remove the element of
opportunity, you reduce the risk of attack. This program is based upon this
concept and the S.A.F.E. program is an additional police department effort
to stop violence against women,” said Port Orange Police Captain Wayne
Miller.
At this time there
is a $5 charge per student associated with the class to cover the cost of
copyrighted materials distributed to students. The class is available to
female residents of Port Orange and is limited to 15 students per class, so

The Port Orange Police Department will be hosting its annual “National Night
out Against Crime” Block Party on Tuesday August 5, 2008 from 6:00 PM until
8:00 PM at the Kenneth Parker Amphitheatre located at the City Center
Complex.
National Night Out
Against Crime was designed over
25 years ago to heighten crime and drug prevention awareness, generate
participation in local anti-crime programs, strengthen neighborhood spirit
and police-community partnerships, and send a message to criminals letting
them know that neighborhoods are organized and are fighting back. Last
year’s National Night Out campaign involved citizens, law enforcement
agencies, civic groups, businesses, neighborhood organizations and local
officials from over 11,000 communities from all 50 states. In all, over 35
million people participated in the 2007 National Night Out campaign.
Traditionally a display
of outdoor lights and front porch vigils take place with cities, towns and
neighborhoods celebrating National Night Out with a variety of
events. In keeping with this traditional event, the Port Orange Police
Department will host its annual Block Party for all to enjoy giving drugs
and crime a going away party.
Join your friends,
neighbors and members of the Port Orange Police Department on August 5th
at the National Night out Against Crime Block Party. Displays and
presentations by the Port Orange Police Department’s canine officers,
traffic division, marine unit, McGruff “The Crime Dog”, Volunteers in Police
Services, Victim Advocate Unit and the Port Orange Police Explorers along
with the Port Orange Fire and Rescue Department demonstrating the “fire
smoke trailer” will be on hand. There will also be games, art displays, and
food vendors on hand to include: Smoothie King, Famous Philly’s, Chili’s,
Jimmy John’s, Papa John’s, Wendy’s, Ritter’s Frozen Custard, Port Orange
Steakhouse, Chick-Fil-A, Son’s of Italy and on site hamburgers and hot dogs
prepared by the YMCA and the Port Orange Police Athletic League.
Additionally, clowns will be available for face painting; Jumping Bean
inflatables and music by Kabin Fever are scheduled. Halifax Hospital of Port
Orange will be assisting with Blood Pressure checks and Volusia Memorial
Funeral Home will be fingerprinting children.

The Port Orange
Police Department has recently been advised from the
International Association of the Chief’s of Police (IACP), that
its agency was chosen as a first place winner in the National
Highway Safety Administration Law Enforcement Challenge. The
Port Orange Police Department was selected as number one in the
nation as being the best in the “Impaired Drivers” category. The
Port Orange Police Department prevailed over 560 other police
agencies nationwide that were categorized and judged in mid May
2008 at the IACP headquarters in Alexandria, Virginia.
This National
award represents the tireless efforts of all the officers and
encompasses our prevention, education and enforcement efforts to
traffic safety in the City of Port Orange. Providing a safe and
secure environment in the community continues to be the mission
of the Port Orange Police Department. DUI prevention, reducing
crashes and injuries and saving lives on our roadways is a
component of this commitment.
Port Orange
Police Chief Gerald M. Monahan, Jr. will be honored to accept
the award which will be officially presented at the IACP Highway
Safety Awards Breakfast at the annual IACP conference being held
in San Diego in November, where all category winners will be
awarded.
This award

excellence to facilitate the best possible service to the

delegation from Turkey, to explain to the Turkey representatives various

The Port Orange Police Department
Crime Prevention Unit in cooperation with Wal-Mart recently completed
the 2008 Port Orange Art Contest for all six Port Orange Elementary
Schools. This was the fourth consecutive year for this event. A total of
1,550 entries were received from the six elementary schools,
Kindergarten through fifth grade. Students used their creative talents
and thoughts to draw a picture on “How to stop crime in our city.”
Judging was based on imagination, creativity, and overall artistic
talents.
Winners will be recognized at the
Port Orange City Council Meeting on Tuesday, April 22nd,
2008. The judges for this year’s event were Mrs. Lil Berard, Community
Involvement Coordinator for Wal-Mart, Kevin Robinson, Manager of the
Port Orange Wal-Mart, Vice Mayor of Port Orange Mary Martin, Robin Lasky,
Assistant Vice President of Riverside Bank, Debbie Connors of the Port
Orange/South Daytona Chamber of Commerce and Captain Wayne M. Miller of
the Port Orange Police Department. The six First Place winners were:

Department honored his agency's selection, Sgt. Sean Walker, whom he
said was significant because he was overwhelmingly chosen by his peers.
"Crime Stoppers is a key ingredient in helping to
solve crimes," Miller said. "Any time you attach funds with rewards, it
seems to boost the public maybe to provide that extra tip, and those
tips lead to further investigations and hopefully closures and
arrests."...
The
Port Orange Police Department is proud to announce the promotion of
Officer Kenneth Long to the rank of Sergeant. The promotion was
effective Monday March 31st, 2008.
Originally from Jacksonville, North Carolina, Sergeant Long retired at
the rank of Captain after serving eighteen years in the United States
Air Force. He joined the Port Orange Police Department in 2002 where he
has worked in the patrol division since that time to include being
actively involved as a field training officer.
Sergeant Long is a recipient of several commendations and letters of
recognition over his 6-year tenure with the Police Department to include
being selected as Officer of the Quarter in 2004 and again in 2007.
Sergeant Long holds a Bachelors of Science Degree and a Master’s Degree
in Business Administration.
Sergeant Long resides in Port Orange with his wife of 29 years Deborah
and they have two adult children, Christina and Joseph. Sergeant Long
will assume the duties of Patrol Sergeant assigned to the second
platoon.

The
Port Orange Police Department is proud to announce the promotion of
Detective John Jakovenko to the rank of Sergeant. The promotion was
effective Monday March 31st, 2008.
Originally from New Jersey, Sergeant Jakovenko served four years in the
United States Marine Corps prior to joining the Port Orange Police
Department in 1995. Working for the Department, he served two years in
the patrol division until his assignment to the traffic division
(motors), where he spent the next seven years. From motors, Sergeant
Jakovenko was then assigned to the criminal investigations division
where he spent his last 4.5 years until his most recent promotion to
sergeant. In addition to his patrol, traffic and detective assignments,
Sergeant Jakovenko was also a field training officer and served for 11
years on the Department’s Emergency Response Team.
Sergeant Jakovenko is a recipient of numerous commendations and letters
of recognition over his 13-year tenure with the Police Department to
include two medals for merit and one medal for heroism. Sergeant
Jakovenko resides in Port Orange with his wife Stacey and their family.
Sergeant Jakovenko will assume the duties of Patrol Sergeant assigned to
the first platoon.

Officer Completes FBI
Training
The Port Orange Police
Department announces the return of Lt. Jay Proctor, who recently
graduated from the FBI National Academy Program at Quantico, Virginia.
Proctor was one of 245
law enforcement officers who graduated March 14th from the 232nd
session of the National Academy.
In his 20 years with
the Port Orange Police Department, Proctor has served as a patrol
officer, field training officer, narcotics investigator and patrol
sergeant. In 2000 Proctor was promoted to Lieutenant in patrol, where he
is currently assigned the responsibility for the third platoon.
Lt. Proctor enjoyed his
experience at the National Academy but is glad to be home.

Regarding the 12th annual Port Orange
Police Athletic League (P.A.L.)
Harley Davidson Motorcycle Raffle:
On Sunday March 9th, the final day of
Bike week 2008, at 5:00 PM located outside the Deck Down Under
Restaurant in Port Orange, the first, second and third place winners
were drawn regarding the annual motorcycle raffle. On hand for the
drawing was Port Orange P.A.L. Director Robert Frazier, Police
Department Captain Wayne M. Miller, Mayor Allen Green, Council Member
George Steindoerfer, Council Member Dennis Kennedy and P.A.L. staff
member Bruce Whitcomb. Mayor Green selected two children from the crowd
to draw the winning tickets from the raffle drum. The ticket pullers
were 11 year old Jordan Snipes of Port Orange and three year old Sean
Floyd of New Smyrna Beach.
The winners were as follows:
1st place for a 2008 Harley Davidson
Softail Classic or $14,000.00 in cash was Thomas Scardazio of

The annual P.A.L. Harley Davidson Raffle starts
at the annual Family Days event in Port Orange in early October and
concludes the final day of Bike Week. All money raised from this raffle
directly benefits the youth in the Port Orange community through the
Port Orange P.A.L. programs.

Arrested for armed
robbery of a gas station in Port Orange
On February 17, 2008
at approximately 4:00 pm a suspect armed with what appeared to be a
black in color, semi-automatic handgun entered the Allison’s Shell
Convenience Store located at 3790 Ridgewood Avenue, Port Orange. The
armed suspect demanded cigarettes and the money from the register. The
suspect ran outside and proceeded to the rear of the store. He placed
the stolen property in a black and grey backpack and fled the area on a
black in color, boys bicycle.
The suspect was
described as a white male with brown hair, approximately 5-11 and 190
lbs. He was wearing baggy blue jean shorts, a white t-shirt, a dark grey
pull over style hooded sweatshirt, and white low top tennis shoes.
Flyers were
disseminated in the area of the robbery. On February 19, 2008 Patrol
Sgt. Bill Proctor was given the first name of “ Mario “ as a possible
suspect. On February 20, 2008 Patrol Ofc. Ken Long was given the full
name of the possible suspect as being “ Mario Mosesso “.
On February 21, 2008
Detectives formulated a photo lineup, which resulted in a positive
identification from the victim. A further search of the suspect’s
residence resulted in the recovery of items that provided a definite
link to the armed robbery. Detective Dave Meyer then arrested the
suspect at 3:15 pm for the charge of Robbery with a Firearm, the suspect
will be held at DYS.

Chamber hears update
on Port Orange progress

PORT ORANGE -- The city
managers of Port Orange and South Daytona spoke to the area Chamber of
Commerce at a breakfast meeting Wednesday to give a "State of the Cities"
report and honor fire and police officers of the year.
Port Orange Police Officer of the year was Sgt. Sean
Walker and Firefighter/EMT Adam Bevens was Firefighter of the Year.
In South Daytona, Officer Joe Chaves was honored as Police
Officer of the Year. .....
The
28-year-old defendant named Benjamin Halpren resides with his girlfriend at
213 Peppermint Way within the Brandy Hills Subdivision. They are not married
and have two children with one another, who also reside in the residence.
The girlfriend is a full time student, while their two year old attends
daycare. Their five-month-old child remains at home with the defendant
during the day.
On
January 29, 2008 at approximately 0900 the defendant was feeding the infant
who he stated was sick and crying constantly. The five-month-old baby was in
an infant seat that had a buckle and strap that fit across the waist of the
infant to keep the infant secured in its seat. The defendant advised that
the seat was on the floor and that the couch was covering one side of the
seat to keep it grounded. The defendant advised that he became frustrated
with the crying, he then placed his foot on the frame of the seat and
forcibly pulled the infant out of the seat without unfastening the safety
belt.
The
girlfriend arrived home around 1:00 pm and took a nap. The defendant did not
reveal to the girlfriend what had taken place around 0900. The defendant
advised that around 4:30 pm, he was changing the diaper of the infant and he
observed the infant’s right leg to be swollen. The defendant and girlfriend
took the infant to the Port Orange Halifax Hospital, hospital staff then
notified the Port Orange Police Department.
The
infant suffered a broken right leg, as a result of the injury the infant was
transported to the Arnold Palmer Children’s Hospital in Orlando via EVAC
ambulance for further treatment.
On
November 5, 2007 the Port Orange Police Department was advised of a business
burglary, a Mackie Musical Mixing console was reported stolen and the serial
number was entered into FCIC/NCIC. On November 13, 2007 the Port Orange
Police Department Criminal Investigations Division learned that the stolen
property was pawned at Cash America Pawnshop in Longwood. The defendant,
Ozell Knighton Jr, was subsequently identified via fingerprints and pawnshop
employee identification.
On
January 25, 2008 a business owner notified the Port Orange Police Department
about a suspicious male in the area. Detective Serena Cooper responded to
the area and arrested the defendant for dealing in stolen property
concerning the November 5, 2007 incident. Detective Serena Cooper also
arrested the defendant on this date for being in possession of burglary
tools and loitering and prowling.
On
January 25, 2008 Daytona Beach Police Department Detective Ricky Ray
responded to the Port Orange Police Department and charged the defendant
with a burglary to the Daytona Beach Community College Lemerand Center on
January 19, 2008.
Ozell Knighton Jr was transported to the Volusia County Branch Jail where
the bond amount on the Port Orange charges was $ 4,000.00.
The
bond amount on the Daytona Beach Police charge was $ 2,500.00.
